Scilab source code can be obtained either by downloading a source archive of Scilab 5.4.0 or by cloning Scilab Git repository. If you are just starting out or you want to build a custom version of Scilab, downloading the source archive is recommended. Otherwise, getting a clone of Scilab Git repository allows you to have an up to date version with the most recent developments and bugs fixes.
